Objective:

Our objective was to find out if management personnel have the qualifications to hold the position with education and/or experience and review job redundancy and job description, is the right person in the right position. Also, to see if the policies and procedures from all of the acquired companies will need to be reviewed so that WorldCom can come to a consensus on how to unify the company.

Our Approach:

The review team of WorldCom decided to focus on three areas during the operational review which consisted of management and leadership, policies and procedures, and location and work flow. The team identified the steps they would follow in the planning and work program phases. The techniques they will used were benchmarking strategies, principle centered leadership, strategic, long-term, short-term, and detail planning. Since management and employees were unavailable for interviewing that technique will was not used. However, the policies and procedures will use flowcharting and narratives to show as-is conditions and discuss findings with the appropriate people.

Policies and Procedures:

There was a lack of policies and procedures that became relevant during the review.

1. WorldCom did not have any formal policies or procedures available for review. There were 60 different companies that each had different policies and procedures. None of the policies and procedures were consistent with Worldcom. They all had developed their own. However, they did not implement them. Nor were the employees aware of how to find them or if any existed. The company lacked a Code of Conduct and was guided by the conduct and behavior of senior management.

2. There was no record of any grievances ever being filled by employees. There was a concern regarding the overall policy and procedure process for filing grievances.

3. There were no records of policies that pertained to training for employees. The importance of training was not noted. There was a concern as to whether training was ever implemented, if employees were aware of training opportunities, or if training was ever offered.

Criteria:

• The auditor was to obtain a copy of all policies and procedures from each individual company and reviewed for inconsistencies with WorldCom’s policies and procedures. The auditor was to note whether these policies and procedures are enforced by management and if they were update often and in compliance with WorldCom.
