Health care is a field which can directly affect the health and well being of people and hence is a very responsible field where the acceptable margin for error is very low. This is a field where experts are preferred more often than any other field, even more than research. But it is also a very costly sector. Equipment, consumables, personnel are all costly.

Cross-training personnel might offer higher cost efficiency and also flexibility. Non-medical job positions in a hospital can be done sufficiently well by cross trained professionals. The perk here for the workers is that it breaks monotomy where a person is stuck with a single repeated routine year round. Cross-trained workers can switch between positions as the need arises. This also provides the management flexibility in assigning unexpected load in particular tasks. Lets say there is a sudden need to clear all accounts within the month end people from front desk can be switched to handle the load.

  4. Government support for health care: Government support for health care services are acting like some kind of balance in the cost and medical benefit to many needy person at reduced cost.
  5. Consumer expectations:  when the consumer expectations increased, automatically the cost of health care services will be increased. because of higher expectations, the service providers have to be fulfill their expectations. for that they may required to pay higher amounts to professionals. higher amounts should be collects from the patients.

Just as society tries to ensure that no one starves by providing food stamps, etc. it makes sense that some medical procedures would be available to all based on need and not on ability to pay. A classical example are vaccinations against common diseases. 

On the other hand, there are some medical procedures which very few people would agree should be available to all without pay, but which most people are perfectly willing to have those can afford them pay for them. A classical example are cosmetic surgeries such as liposuction, breast augmentation, etc. 

So very few would agree that it is all one way or the other as in our question.
