Learning and Development is the practice of providing training, workshops, mentoring, coaching or other opportunities which helps the employees to boost their performance and career, inspires challenges and to perform the functions of their position within the organization and makes organisation more effective . Learning and Development is the way in which nations and countries build their human resource stock most of the organisation uses their training and development programme as marketing tool to take the competitive advantages in market.
A human Capital Development strategy which takes long period approach to learning is pivotal to the economic success of the Countries (Elisabeth Jacobs) despite long term unemployment and the concern between the gap skills demanded by Employers and the skills profile of the current available workers, The United States has underdeveloped and confused vision about human development when it comes to workforce training and development.
The national system of United States for skill standard founded the basis for the development of coherent unified training system. This system can be approach by every citizen of United States who lacks the basic skills.
