National Rural Employment Guarantee Act

The National Rural Employment Guarantee Act came into effect on 5th September 2005. It is a flagship welfare programme of UPA government.
The scheme has been designed with the view to increase the economic condition of poor people. This scheme has been introduced to stop the rural migration. Minimum wage on works focused on land development and water conservation. This scheme provides legal guarantee of 100 days employment every year to adult members of any rural household.
During the phase- 1 the programme was implemented in 200 most backward districts.
In phase- 2, the programme was implemented in 130 districts additionally.
There are two conditions for the adults to apply to enjoy the benefit of this scheme:
- They must be living in a rural area
- They should be ready to undertake unskilled manual labour for which they will receive minimum wages.
Plannings under NAREGA
Wages are to be paid as per daily rate and should be done on weekly basis
At least 33% women should get the benefits who have registered to work under the scheme.
Work site fac ilities like, drinking water should be available.
Gram Panchayats will execute at least 50% of the wok.
The social audit has to be done by Gram Sabh.
All accounts and records related to scheme should be available to the public.
Process to join NAREGA
Adult members of a rural area who desires to do unskilled manual work can register to the local Gram Panchayat.
Gram Panchayat will issue a job card to the person after his verification
The job card is issued within 15 days of application
The person will get the job within the 15 days of application for the job.
