a. The meaning of bureaucracy.
A bureaucracy is a form of organization in which officeholders have defined positions and (usually) titles. Formal rules specify the duties of the officeholders. Personal distinctions are usually discouraged by the rules.
b. The meaning of neutral bureaucracy.
Neutral bureaucracy means the civil servants who are full-time, permanent non-political employees of the government should not be aligned with any political party or political ideology. In other words, they must show political neutrality. The civil servants therefore, should serve any government with enthusiasm, integrity, impartiality and disinterestedness.
c. The concept of neutrality of bureaucracy according to Max Weber are as follows:-
(i) Administration is carried on by full-time, salaried and appointed officers. They are selected on the basis of their technical competence and qualification. Promotions are based on written policies and the principle of merit.
