D1: Evaluate the regulation of care provision for look after children and young people.

When the child is been cared for by other people such as school, nursery, foster care and child minder, all need to follow certain regulation.

Every individuals who has a main contact with the child or the young person will be searched by Criminal records bureau and the environment or setting will be inspected by the local authority or office for standards in education (OFSTED).                              

Criminal records bureau or now known as disclosure barring serivce.

The DBS (disclosure barring service) helps employers make a safer decision on who allowing to work in the business and it prevents unsuitable people, including children. This has replaced the Criminal records bureau (CRB) and Independent Safeguarding Authority (ISA). They work for the police who provides information that is held in the police computer; when it is hold the police will follow the framework which was made by the association of chief police officers and the DBS.

They are responsible for:

  • Handling requests from criminal records checks.
  • Deciding if it’s a good decision to allow the individual to work there or remove them from it.

DBS checks:

They search through police records and any other important cases then if they have a clean record, the DBS certificate to the applicant. They can see that the information shown on the DBS certificates can be sensitive and personal. Therefore, there is a code of practice for the receivers of criminal record information that has been developed to make sure that any information are controlled legitimately and used correctly.

The minimum age to apply for the DBS is 16 years old.

Referrals:

The referrals are made by DBS when the employer or company; for example when they have concerns about someone causing harm or could cause harm in the future to helpless individual or children. The employer must make referrals to the DBS.

Barring:

They make rational, reliable and systematic barring decisions that has an appropriate response to harm that has happened or could happen.

Who they work for?

  • Home office
  • Department for education: safeguarding policy for children.
  • Department of health: safeguarding policy for the helpless people.
  • ACRO criminal records office: manages the criminal record information and improves the altercation of criminal records.
