Chip and Bin Case

1. After reading the first case, a specific problem that I am going to solve is residents’ anger and opposition on pilot scheme “chip and bin”.
2. From my point of views, possible ways to resolve this problem are:
- Take survey from residents.
- Set up severe punishment to pile trash illegal.
- Reward for households that have least waste.
- Reward for denouncing people who dump waste illegal
- Reduce reasonable amount of council tax for residents
3. Evaluate the alternatives:
- Take survey from residents. By survey, you could know residents opinions about the project “pay as you throw”. Then, you can adjust the project to minimize conflict with residents. It will not take much cost to collect survey.
- Set up severe punishment to pile trash illegal. This solution can be implemented to deter people to pile their trash into neighbor’s bin or dump waste on street and countryside. However, it is very difficult to detect all violations of throw trash.
- Reward for households that have least waste. It encourages residents reduce their waste and increase recycling. However, this may costly.
- Reward for denouncing people who dump waste illegal. The illegal throwing trash will decrease and owners can protect their own bin from neighbor bad behavior.
- Reduce reasonable amount of council tax for residents. It will lessen resident anger but it is hard to find the reasonable reducing tax.
4. After evaluating all alternatives, I think taking survey from residents is the best solution. Council could use information from survey to predict residents react and Council can prepare strategy
