The 10 parts of the USA PATRIOT Act are broken down into major sections or titles. Title I deals with enhancing domestic security against terrorism. Mainly, this establishes more money to be given to the counterterrorism fight. Also, it allows for more direct involvement for the President like giving him the right to take control of property belonging to terrorists. This is not without its ethical problems though as the President can seize property but if the evidence leading to that seizure is classified then the alleged terrorist and his defensive representatives are not privy to the evidence against them. Title II pertains to enhanced surveillance procedures and allows for such things as wiretaps on individuals and delays in notifying people of search warrants . This area of the USA PATRIOT Act has received a lot of attention from both critics and supporters. Critics have argued that it gives law enforcement the right to monitor electronic communications of any one they want to without any sort of checks and balances in place while supporters feel that anyone not doing anything wrong should have no worries about their civil liberties being infringed upon for the greater good and safety of everyone.
Title III is about international money laundering abatement and anti-terrorist financing activities. It gives banks the right to report any suspicious banking patterns to law enforcement entities and gives the Secretary of Treasury assured powers over banks. After September 11th, people wondered how terrorists in the United States could operate and who was funding their operation. Title III gives the government more leeway in tracking money to make sure people here in America are not being financed from known terrorists or terrorist organization abroad.
