In the 17th and 18th century; Their where two specific forms of government.

The most significant were Abolutism and Democracy, all though the most effective form was Democracy.

However, Alot of rulers used Absolutism in their countries.

Seeing as rulers thought they should have complete control over the country,

Prince Machiavelli thought that the best way to rule was to be feared and believed that the only way people would listen to him was if he was rude and terrifying, So he thought if he was nice then they end up taking advantage of him.

King James also believed absolutism was the right way to rule.

He believed that it was the only way to keep the country stable.

Kind James thought that kings were ment to be treated like they were god,

which in that case- they would have the power to create or destroy anything that they thought was not right,

(as seen in Document 2).

In a Democracy, Everyone's opinions were used in a government.

This government was the most substantial , because it didn't put to much rule in the government. King Louis believed that the peoples interest should come first and believed in a democracy (as seen in Document 3). Voltaire also recommended democracy and thought that freedom of speech was necessary (as seen in Document 4) Voltaire defended all rights of people and especially freedom of speech.
