This document provides a project charter for the Hidden Haven community for the
renovation and replacement of the existing security fence and the lighting system. The main
objective is to replace the existing fence with a more secure and reliable fence surrounding the
residential area. The main concern of our community is to ensure the fence around the perimeter
of the community prevents unauthorized intrusion. The charter describes in detail the objectives
and background and provides the strategy of the complete project and the responsibilities of the
sponsor, project manager, stakeholders, homeowners association committee and the project team
members. Also, establish safety and controls measures needed to meet community satisfaction.
Project management “is the planning, organizing, directing, and controlling of project
resources for a relatively short-term objective that has been established to complete specific
goals and objectives. Furthermore, project management utilizes the systems approach to
management by having the functional personnel (the vertical hierarchy) assigned to a specific
project (the horizontal hierarchy)” (Project Management Institute, Inc, 2013. P. 4).
The execution phase will start from January 2016 to March 2016. The total cost of the
Project is $55, 000.00 based on the best proposal submitted by a local Contractors.
Project Background
Recently, we have experienced a high degree of criminal activity around our community
that has created the need for more security in our area. Some of our residences have been victims
of break-in and vandalism to their homes, vehicles, and personal property. As result, an
emergency meeting was held by the Homeowners Association (HOA) committee on 20
September 2015 allocating funds amounting to $55,000.00 for the Hidden Haven security
fence and lighting system project.
Scope of Activities
The Work breakdown structure (WBS) for the Hidden Haven project contains three phases
with a duration of three months. At the completion of the final plan, all activities will be included
in three phases. The WBS will allow the PM to get an overall picture of all activities and the
overall flow of activities within the project. The project consist of the following phases:
- Phase 1: Concept. In this phase, the sponsor stakeholders evaluate the feasibility of the
overall project concept. Key actions include the HOA approval of the preliminary project
and the first exploratory agreement.
- Phase 2: Planning. The development of the master plan, regulations and strategies
required in managing all aspect of the project. Management team create the project plan
and financial plan, business plan, preconstruction blueprints, studies, and requesting
construction permits from the County.
