Companies like United Postal Service definitely do have lots of managers because it is needed for them, also CIP is very important, and even though only 50 people out of 2400 can stand for Community Internship Program, it is still a big achievement, but I think if the company UPS can increase its number by 100 then it will be perfect, or United Postal Service can make the CIP as a must program for every single manager of UPS every year. That way UPS will increase the level of managerial performance, so that way UPS can earn more cash inflow and revenue.

Company UPS can justify its costs on CIP by getting a huge support from governmental side even if UPS's competitors such Fed-ex , DHL, U.S postal service do not provide such programs, UPS can justify it's cost on programs like CIP, since governments of any country can or even should support such programs, governments will support these programs by helping the UPS or others be more soft on governmental income TAX, or get the support from other big companies unite with them and offer CIP to the managers, that's the few ways of saving an equity on CIP. And also I think CIP will both increase and reduce UPS profits because it is really depends on them (UPS) how they actually run their business besides the program.
