The text illustrates that new technology will have a significant impact on cars and roads they travel on. With the development of technology, smart cars will be so designed that they can eliminate most of car accidents, provide location of the cars if stolen. Besides, smart cars can monitor one's driving and the driving conditions nearby. When the driver feels drowsy, smart cars can alert the driver. In addition, they can warn of traffic jams. GPS and telematics will make it possible to build smart highways, which will benefit us in many ways.
The TED speaker began his talk with his friend who died in a car accident, which was also mentioned in the text that a lot of people were killed each year in traffic accidents. Most of the driving accidents are due to not machine error but human error, and therefore they can be prevented by machines. That's the reason why we use advanced technology to build self-driving cars. Driverless cars have sensors by which they magically can see everything around them and make decisions about every aspect of driving. As the text says" cars can see and hear and feel and smell and talk and act", cars can drive anywhere by themselves because of sensors. The speaker also mentioned that we could change the capacity of highways in order to drive a little bit close. This idea is related to smart highways that can reduce traffic jams.
In conclusion, driverless cars and smart cars are the same to some extent. They use new technology and can be made in the near future.
