Answer Question 1 or 2. Do not answer both.
1. A critic charges: “The U.S. would be much better off today if the Founders had simply adopted the Virginia Plan proposed by Madison.” Assume, for the moment, that the Virginia Plan (or something very similar to it) could have won ratification by the states in 1787. In what ways would it have provided for a better governmental system? In what ways would it have provided for a less desirable system? Based on your analysis of the tradeoffs involved, do you agree with the critic?
2. What is the worst part of the Constitution? To answer this question, you must make an effort to show not just that a particular provision is bad, but that it caused/causes lasting harm to the government of this country, and that this harm exceeds that posed by other provisions of the Constitution. You do not have to limit yourself to the un-amended Constitution of 1789, though it is your privilege to do so.
You should write 4-6 pages. The paper should be written in 12-point font with one inch margins and should be double-spaced. The paper is due on Wednesday, October 3 at 10:35 AM (the beginning of lecture).
