As Gordon said, builders and tradespeople misunderstood the legislative requirement, and Fair Trading also confirmed that the problems were not caused by high-front gutter itself but incorrect installation. Realizing the importance of the compliance to the BCA and the severe consequences not doing so is a critical point in this trigger reading.

Another point I realize is that sometimes the legislation is not clarified clear enough to be followed, as the responsible builder the right way to solve this problem is not choosing the exist answer but looking for the correct answer, because in some cases the exist one may be wrong and brings unpleasant result years later. Never follow the instructions without thinking.
