Working Paper No. 1 entitled “New Technology and Medium Navies” by Norman Friedman, a naval historian and a consultant on defence affairs, was published by Royal Australian Navy Maritime Studies Program on August 1999. It is designed as a vehicle to foster debate and discussion on maritime issues of relevance to the Royal Australian Navy, the Australian Defence Force and to Australia and the region more generally.[1]
The paper compares the Royal Australian Navy as a Medium Navy, to a Superpower like the United States. He defines Medium Navy as “medium numbers of ships and medium material resources, at least in terms of what the navy itself can obtain or develop for its exclusive use. However, medium does not necessarily mean medium capabilities”.[2] Thus, a Medium Navy should offer flexibility and strong survivability to be capable of accomplishing its mission.
I agree that a Medium Navy should offer flexibility and that flexibility generally requires large hull. Large hull that will accommodate hardware upgrades such as missiles and other weapons, and technology upgrades whether in the field of Command, Control, Communications, Computer, Intelligence, Surveillance, Target Acquisition and Reconnaissance (C4ISTAR) capabilities in the future. I think that the Philippine Navy is on the right track with regard to this subject matter.
Moreover, the Surface Fleet should be capable of force projection, air strike capability and supports its landing force. This is a good guide for the Philippines in acquiring its surface assets. At present, our navy cannot be considered as a Medium Navy however, this subject is so timely with respect to our present crisis situation with our neighbors in West Philippines Sea; indeed our Navy should have force projection and air strike capability to protect our sovereignty and national interest. Further, our Navy should also be capable of supporting its landing force, the marines whether it be amphibious operations, air to ground operations and naval gunfire support. Nobody does it best than your brothers in the branch of service. Moreover, the Philippines is archipelagic nation as such, its Navy should enhance these capabilities mentioned to effectively uphold the territorial integrity of the country.
