To say briefly, this reading talks about after story of Katrina in New Orleans. Actually this reading can be applied not only Katrina but also other major natural disasters. This reading shows how many different people could be located how bad situation after Katrina. The big problem is damage restoration of Katrina fell short of residents' expectation. Rather than damage restoration plans recovered damages, they led the growth of the private sector. Also, this reading says that during the process of restoration damage, it should be seen from many different sides such as individuals, politic and economic. Major natural victims get serious chronic trauma from their individual private internal things such as emotional things from their loss and shelter to their social things such as job. According to the reading, most of the chronic trauma was associated with the problem of housing shortages. However, the weak of insurance payment and aid agencies' slow work with many excuses made their feelings worse. Furthermore, the government tried to take advantage of this to make economic policies be adopted which would be less likely to be accepted under normal circumstances. My first discussion is this: Bureaucracy in aid agencies should be changed. To such agencies which are supposed to help people very quickly, effectively and safely, bureaucracy is not appropriate because disaster victims need a very fast help. As the reading mentioned, the restoration damage of New Orleans seemed like no progress and the system of bureaucracy was expressed as "endurance marathons." In my opinion, unlike other government agencies, at least aid agencies for disaster which is occurred a lot actually should be flexible. Thus, they need to adopt organic management system. In addition, as long as major natural disaster is not rare, they should ask themselves "why the aids for disaster victims are not satisfying?" At least, about the funds for aid agencies, I think
