House is important to human as it is for shelter for human to stay, to protect themselves from extreme weather. Problem nowadays is where people cannot afford to buy house because of many factors. As technology also grow fonder as well as economy sometimes rises sometimes it falls, the rate of house prices also keep changing year by year. People are demanding for house is higher and many of them are not afford to buy it and the problem nowadays is where people cannot afford to buy house because of many factors. Sometimes the price can be unrealistic because it is too expensive and beyond capabilities for citizen to own.

There are so many problems that not only the citizen has to face, but the government also face this difficulties in order to have ways to help their people. The house price becomes more unrealistic year by year. This make more people from middle income and lower income are not affordable to buy house.  According to Mohamed Idris (2010) written in the local newspaper, when many people are tend to involve in investment purposes to buy property such as houses, it will lead to increasing the house prices. When the house prices increases rapidly, people become less affordable to buy house especially people from middle-income earners and people from lower-income earners become not affordable at all. He also stated that, in 2009, the average house price in urban area like in Kuala Lumpur was RM390, 000, and it is almost six-fold the average household income and the more ridiculous is the house price in Penang Island where the price is around RM540, 000, or eight-fold the average household income. This shows that house price rise up ridiculously.

 So Malaysia government finally find their ways to help Malaysia citizenship to buy affordable house.

 In 2011, National Housing Policy has been introduced and implemented. In general, National Housing Policy is the policy in which Housing policy may be defined as government action to achieve housing objectives. The general objectives could include the improvement of the quality of the housing stock of dwellings or dealing with homelessness and to help the citizen in order them to own house. Another definition of housing policy is the intervention of government in the housing field.
