```The State of Louisiana prohibited law officials from taking advantage of the sytem. On Febrauary 12, 2014 Ray Nagin was convicted on 20 of 21 charges such as wire fraud, bribery, and money laundering. Many people involved with the Kickback scheme were investigated by the Federal Bureau Investigation . The people who were involved in the investigation lead the Feds to all the schemes that took place. In 2002 the city of New Orleans elected Ray Nagin as the mayor , proceeding after Marc Morial. During Nagin Mayor tenure he experience some dramatic changes. The defining part of Nagin mayor career was Hurricane Katrina. Ray Nagin was born and raised in new orleans , he started his career from the bottom. He departed from new orleans, but later came back to take over Cox communication. Throughout the years , nagin developed relationships with business people around the city. Nagin Received his masters in Business Administration from Tulane school of business. Nagin had become a master mind in the business field and with his networking. Ray Nagin was able to establish success by rebuilding Cox communication franchise. Nagin had become a power businessman to many new orleanians. He led a group of diverse investors to bring professional ice hockey to new orleans. During the First Mayor Election Nagin beat out his opponent with ease to take office. The controversial started for the mayor during hurricane katrina , when he made his comments about chocolate city. After Katrina the government begun to give funding to the city , but many people took advantage of the system. Some politican had illegal operations and contract bribery. In 2004, Ray Nagin two sons started a family business, called Stone Age, LLC with their parents financial backing. After Katrina the business received a contract from home depot , which some people thought they cheated the system. Nagin was not the only one caught in the scheme ,but also chief technology officer Greg Meffert. Meffert used a contractors credit card to pay for Nagins plane tickets for numerous trips. People around the city would pay Nagin so they were taken care with the contract bribery. Ray Nagin did business with Frank Fradella , who is facing conspiracy to bribe. Fradella paid 50,000 and delivered truckloads of free granite to Nagin's sons' business in exchange for favorable treatment for Fradella's companies with city contracts. Since leaving office in 2010, speculation has swirled that Nagin would eventually become the target of a federal probe after a former associate and close personal friend pleaded guilty to conspiring to defraud the city. Nagin had some much power in new orleans that vendors would come to him for contracts. Even though Ray Nagin did good with the businessman , After they went under they took him along.
