Since the beginning of the 1990s, the nuclear-weapon-free issue has become one of the prime concerns of the international community. At first,the United States suspected that North Korea was developing nuclear weapons through satellite reconnaissance, and threatened to inspect its nuclear facilities. However, North Korea said it had no intention of developing nuclear weapons, and it accused the United States of deploying nuclear weapons in South Korea to threaten its security. As a consequence, the first DPRK nuclear crisis erupted. From then on,a series of unrest triggered by the North Korean nuclear issue had never subsided. What's worse, it may destroy the peace and stability in the Asia Pacific region, even in the world.
The international community has taken pains to lead the issue of North Korean nuclear proliferation towards a sound solution, but North Korea is opinionated. Regardless of the hope of the denuclearization in the world,it adhered to the development of nuclear technology and weapons in process, which disappointed the international community a lot. Recently, North Korea ran a nuclear test on January 6th and used ballistic missile technology on February 7th in defiance of Security Council resolutions. On March 2nd, 2016, the UNSC unanimously adopted a resolution. It decided to implement a series of sanctions to curb North Korea's nuclear development program and called for the resumption of the Six-Party Talks.
The Venezuelan government has strongly condemned the North Korean government's behavior of ignoring the international community's appeal for action and expressed serious concerns on the denuclearization of the Korean Peninsula. We pursue the objective of a nuclear-weapon-free, peaceful and stable Korean Peninsula and have always been trying to deal with the issue through cooperation and negotiation with related countries. We strongly urge the UN to strengthen the Nuclear Non-Proliferation Treaty by renewing its basic bargain: countries with nuclear weapons will move towards disarmament; countries without nuclear weapons will not acquire them; and all countries can access peaceful nuclear energy. The North Korea should also honor its commitment to denuclearization and cease all actions that may exacerbate the situation. The countries with developed nuclear technologies are expected to help North Korea with its nuclear facilities for peaceful use. The point is the establishment of mutual trust: a secure outer political environment for the North Korea should be ensured, and the commitment for peaceful talks and adherence to the NPT should be made by all related countries.
