- RULE 6 Meet the dead line and the cost budget
Mega Project No experience: because SA and other related personnel had no experience related to this project, had trouble with cost budgeting (constant underestimate of cost). Also due to the lack of experience, frequent design change caused the delay in schedule.
- RULE 8 Non-User must be considered in the Analysis
Fact that the project was running in the middle of busy city, single move could affect many business and citizens. Also there were many community and social costs to cover.
