There are 60 employees working over 3 shifts i.e. assuming 20 employees per shift, so 20 voice lines and 20 data lines are required to set up per shift. On this basis:

Option1

Pros

The cost for standard voice line and DSL would be $1600. It is cheap and high speed. DSL provide more than 100 times faster than a dial-up modem. DSL connection has an always on access to the internet. DSL also can be used for phone services by sending both voice and data separately through the line. In this case, DSL could be a backup for phone services if the standard phone lines are down.

Cons

High speed may be effected largely by factors and relatively unstable.

Option 2

Pros

For Analog voice line cost would be $800 and is more faster with less delays. And at $300 a guarantee of a 1.5 Mbps of the data by internet service provider will make sure the stable operation of the company. As both voice and data services are separated they will not be affected by each other.

Cons

The speed of data is limited to 1.5Mbps total as compared to DSL in first option. Some times due to sharing of data rate there might be connection problem as there will be increase in traffic.

Option3

Pros

The price is cheaper than first options and it is easy to setup with one provider to get both phone and data services.

Cons

It this case sharing the same line by both voice and data, may cause interference, which leads to delay in work. Also the data rate is low as compared to first two options.

In conclusion, I would recommend for option 1
