1 Identification and Analysis
1.1 Introduction
This paper provides the analysis and assessment of some problems related to a BSS (business support system) in China Unicom, a Chinese communication company. The problems are mainly about the lack of effective IS (information system) to support the process of issue management. The current processes of issue report are dispersed in two different systems and filled with lots of problems in practice, which dramatically reduce the work efficiency of front-line staff. In addition, the design of these two systems are not allowed staff in Operation Center to monitor the whole process of issue management and acquire detailed information about any processes. The source of the case is based on author’s first-hand information from the project author worked for, which provides the solution a Business Support System (BSS) for China Unicom to improve its issue management. Initially, this paper only discusses the part related to issue management of the BSS system redesign through identifying and analyzing stakeholders and current problems followed by the redesigns associated with information flow, process, database table as well as software and hardware. After that, the paper shows the prototype development for this case by MS Access and relevant prototype documentation. Finally, it discuss some measures for implementation as well as potential challenges and solutions associated with the implementation of this new design system.
