The Federalist Party dominated Congress although Presidents Thomas Jefferson and James Madison were both Democratic Republicans. These two groups differing views on the interpretation of the Constitution divided the government into two political parties ,Federalists and Democratic Republicans. The Federalists had a loose interpretation of the Constitution believing that any right not forbidden is allowed and Democratic Republicans having a stricter view believing the right has to be expressly stated to be legal.
