ACE Motors has determined the Chinese automobile market is ripe with opportunity for the ACE Experience of car buying. The operational expansion plan has been developed and the joint venture company has been selected and negotiations with Jonway Motors and the Chinese government have been successful. The next phase of the project is to implement the Human Resources plan for ACE-China. Strategies for staffing, training, and management compensation must support the overall vision of the firm to be the best automaker in the world as well as the employer of choice.
Staffing Strategy
ACE Motors is planning to start up the project utilizing a ethnocentric staffing approach utilizing parent-country nationals (PCNs )until host-country nationals (HCNs) can be developed and trained to assume these leadership roles (Deressky, 2011). Because the ACE operating system is a critical part of our competitive advantage, it is imperative that there is a transfusion of ACE principles and processes. Jonway Motors has its own culture that will need to be integrated into the ACE Way. Jonway’s current management team will be retained in leadership roles provided they learn and embrace the ACE operating system. The official organization chart will have an American President with a Chinese Vice-President. Further senior leader positions will consist of a Chinese manager with an American Sr. Advisor. There is an expected fall out of Chinese managers who do not acclimate well to the new system and will leave the firm. A strategic market analysis of automotive talent reveals that there are substantial pools potential employees that currently work in the Chinese auto industry. We should have no problem attracting top talent should we need to fill positions.
Training Strategy
Training is one of the most critical aspects of this project. The “ACE Way” of building and marketing automobiles to the Chinese market must be a priority to all ACE-China employees. Human Resources has developed a comprehensive training plan that includes a 20 hour orientation, online ACE training courses offered in several of the prominent Chinese dialects of Shanghai, and immersion trips for the managers and operations team leaders. These immersion trips will allow the Chinese employee the opportunity to spend at least four weeks at our U.S. facility to see and learn directly why the “ACE Way” is so powerful.
