- Why farmers cannot build or renovate this irrigation scheme? What is the rationale for the public sector involvement?
Community based irrigation project in Tanahu district has been implemented by Centre of Community Empowerment that aims to enhance irrigation facilities for farmers in the district. Some justifications for the public sector involvement to build the irrigation scheme can be as follows:
- The project has a high cost of Nrs. 31, 25,000 such that farmers cannot afford this amount. Resources such as human, physical, technical, intellectual are also required in substantial extent that becomes impossible for farmers to afford and manage. Public sector involvement comes with the ability to afford and manage these resources for the irrigation scheme.
- The irrigation facilities that the irrigation scheme provides can be consumed by all farmers. In such instance, involvement of public sector leads to equitable distribution.
- Involvement of farmers only can generate conflict of interest as large number of beneficiaries often lead to co-ordination problems while the involvement of public sector prevents the conflict by working equally for the interests of all farmers as a whole. Also, among farmers, the sense of responsibility to manage the resources can be misunderstood and improperly distributed while with public sector can facilitate the proper management of these resources.
- Public sector has access to more parties such as government bodies that can help in the proper and smooth implementation of the project unlike the constraints that farmers can face while working on their own for the irrigation scheme.
