In my experience most adults assume that children who are in the foster care system are damaged. They fear who the children may become or what behaviors they may have developed. This is one of the main reasons people shy away from adopting foster children. Again the fear of adopting children with physical, psychosocial and emotional problems instills a fear in certain people.
