The human resources department is an important function within an organization the ability to attract and keep a vibrant workforce vital, which is the key to the success of the organization. Just as vital is attracting the best candidates for the job and keep the workforce strong, to do this the organization must attract best talent to accomplish its goals and mission. Employees the organization hires can make or break the business, so to attract the best candidates companies must evaluate their staffing needs. To accomplish this task the company must begin by doing a job analysis to determine what are the requirements needed for the job. This is part of human resources function to analyze the position and develop a description for the job and determine what level of experience and education the position requires.

Human resources use the job description as a management tool to attract and screen likely candidates to the organization. A job description is an outline of how the job fits into the company, and usually tells the skills, training, and education the candidate needs to perform the function. The description states the job's goals, responsibilities, and duties in broad terms as well as giving the job title and describing the position's major and minor duties. The job description should also give a job statement or summary and reporting structure for the candidate (entrepreneur). The job description is important because it gives the prospection candidate a glimpse of the organization, and the expectations of what the job entails, and salary levels.

The best way to determine the need to create a job position within a business is by performing a job analysis, and identifying the duties the work requires. The company should evaluate if the current staff level is sufficient to handle the workload or if there is a need for additional staff.
